General Description

The Middleton Public Library is currently seeking candidates for the Deputy Director of Public Services (DD). Under the direct supervision of the Library Director, the DD oversees all library operational functions. This position has the authority over day-to-day decision making, is a member of management team, and acts in the capacity of the Library Director in the latter’s absence.

This position exercises direct management over supervisory, professional, technical, and part-time support staff through subordinate levels of supervision. They lead the behind the scenes processes and procedures that support the most visible staff and direct customer service link to the community.

The DD partners with the Library Director in fostering an internal culture of positivity, excitement for continuous organizational change, and growth mindset by leading internal cross-departmental communications and connections. The DD builds a trusting environment by leading staff in group problem-solving, recognizing positive results, managing conflict, and guiding professional development.

Ideal candidates for this position actively demonstrate a propensity and desire to manage day-to-day procedures, develop employees’ skills, engage with the public, and advance the library’s day-to-day operations and mission.



Job Functions

Essential Functions

Leads, coordinates, and administers library-wide public service functions and operations, including delivery of circulation services, customer service experiences, and library resources.
Drives the ongoing implementation and evaluation of the library's strategic plan with a commitment to cross departmental goals and values.
Provides direct supervision and leadership to library staff and manages library-wide employee engagement, onboarding, training, coaching, mentorship, and evaluation.
Participates in supervision, hiring and termination procedures, disciplinary actions, performance reviews, and provides direction and training to library staff and volunteers.
Conducts material and customer service needs analysis and establishes library-wide customer service standards (goals, guidelines, policies, procedures) that promote excellence in services and resources.
Demonstrates a respect for and commitment to identifying and meeting diverse community needs.
Recommends improvements to library policies, procedures, and services to the Library Director and Library Board.
Leads and develops library staff in delivering customer services standards, responding to public concerns, interests, and emergencies.
Supports the collaboration, planning, implementation, and evaluation of programs and services.
Supports the Library Director in identifying, pursuing, and managing alternative means of financing library services, including grant funding, private funding, and sponsorship.
Manages day to day facility needs and maintenance.
May represent the library on various committees and teams.
Pursues professional development opportunities.
Directs the library in the absence of the Library Director.

Specialized Functions

Oversees recruitment and administration of volunteer services.
Participates in the development of the library’s annual operating budget request and operational expenditures.
Supports the Library Director in representing the library in working with elected officials, public and private organizations, the community, media, and other city department staff.

Marginal Functions

Maintains library procedural manuals.
Assists with outreach, and special events as assigned.
Other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge

Considerable knowledge of library operations, services, and resources.
Translates knowledge gained through training into recommendations for library service improvements.
Understanding of right to read, open access, and intellectual-freedom principles as they relate to public library services.
Statistical gathering methods to collect and analyze data or other measuring tools.


Skills

Strong communication skills, both orally and in writing.
Excellent time-management skills.
Excellent interpersonal skills and ability to maintain and foster cooperative and courteous working relationships with the public, co-workers, and supervisors.
Bilingual skills preferred.

Abilities

Ability to supervise effectively and positively.
Ability to analyze data, information, and develop recommendations.

Keyboarding and filing ability.
Ability to adapt to new technology and identify ways to use them for library services when appropriate.
Willingness to maintain knowledge, skills, and abilities in above-mentioned areas through active participation in appropriate continuing education workshops and other learning experiences.

Education, Training and Experience

Education

Bachelor's Degree required
Preferred: Master’s Degree in Library Science from an ALA-accredited institution.

Training

Wisconsin Director’s Certification or ability to acquire within first 12 months.

Experience

Four years of increasingly advanced library and customer service experience.
Four years of supervisory and administrative experience.
Previous experience in conducting assessments of complex organizational issues, planning organizational strategies, and leading complex projects.
Previous experience managing employee engagement and workplace culture programs.
Preferred previous experience with outcome-based planning and evaluation, design thinking, or human-centered design in a public service setting.
