General Overview
Responsible for directing, planning, administering, and evaluating all library operations in accordance with the mission, strategic plan, policies, and budget of the library board and the City of Oconomowoc.


Job Description Summary
EXAMPLES OF DUTIES:

General Administration and Management
Demonstrates leadership: Takes initiative, solves problems, embraces innovation, manages change, and encourages a positive work environment.
Directs, plans, administers, and evaluates all library operations.
Develops and recommends policies to the library board. Ensures library board regularly reviews and updates policies.
Implements and enforces library policies.
Prepares the annual budget.
Directs and monitors all expenditures to meet the recognized objectives of the library board.
Provides monthly financial and statistical data to the library board to assist in establishing long- and short-term priorities.
Orients new trustees and serves as technical advisor to the library board.
Directs the maintenance of the library building and grounds.
Participates in regular meetings of directors in the Bridges Library System.
Attends Common Council meetings as needed.
Performs other duties as required.

Planning, Organization, and Evaluation
Works with the library board to maintain and update the library’s mission statement, strategic plan, and annual goals.
Responsible for long-term planning to include building and facility use/expansion.
Plans, organizes, coordinates, and directs library services to meet the immediate and long-range goals of the library and the community.
Identifies and upholds standards of excellence for all operations.
Evaluates the effectiveness of library services in relation to the changing needs of the community.
Continually reviews and evaluates workflows, seeks efficiencies and improvements to make best use of resources.
Investigates innovations and trends and facilitates testing of new techniques, materials, and equipment to improve operations.
Analyzes data affecting the library's operations such as legal, physical, and statistical factors.

Personnel Management
Develops job descriptions.
Recommends and administers personnel policies.
Oversees the hiring, evaluation, and management of staff.
Defines expectations for staff performance and sets goals for service and performance.
Promotes high staff morale and strong workplace culture.
Provides opportunities for staff continuing education and development.
Encourages staff professional growth at all levels by supporting participation in professional associations, workshops, seminars, and activities.
Ensures timely completion of performance evaluations.

Community and Professional Development
Recommends and administers public relations programs.
Seeks fundraising and grant opportunities.
Represents the library and speaks before community groups and other organizations regarding the objectives and activities of the library.
Establishes and maintains effective relationships with government agencies, elected officials, community groups, businesses, and the general public.
Serves as the official representative of the library in actions that legally bind or politically involve the library and/or its interests.
Supports and facilitates the work of the Friends of the Library. Serves ex-officio on the board of the Friends of the Library.
Participates in professional development opportunities to enhance skills.
Participates in local, regional, state, and national professional organizations.
Maintains an awareness of trends and developments in the library field.

Education and Experience
Graduation from a college or university with an ALA-accredited Master’s Degree in Library and Information Studies.
Grade I Wisconsin Library Certificate or eligibility for same.
Five years of progressively responsible management and operations experience at a public library with a service population size similar to or larger than that of the Oconomowoc Public Library.
Three years of supervisory experience.
Equivalent combination of education and experience.
